PADMA Capital Investment Subsidy Scheme

The PADMA Capital Investment Subsidy Scheme provides capital support to micro and small enterprises in notified PADMA clusters. It falls under the broader Programme to Accelerate Development for MSME Advancement (PADMA) initiative, which uses a cluster-based approach to boost investment, technology upgradation, and local employment.

Quantum of Assistance

The scheme incentivizes new projects, expansion, diversification, and modernization:

  • Women/SC/SHG (In PADMA Cluster): 30% of eligible capital investment (Max ₹30 lakh).
  • Other Micro/Small Units (In PADMA Cluster): 25% of eligible capital investment (Max ₹25 lakh).
  • Note: Assistance outside PADMA clusters is typically half of these rates.

Eligibility Criteria

  • Micro and small enterprises operating in or setting up within approved PADMA clusters.
  • Must hold valid Udyam Registration and Haryana Udhyam Memorandum (HUM).
  • Must be in commercial production and remain in operation for a minimum period (commonly 5 years).

Application & Disbursement

Applications are filed online on the Directorate of MSME portal within three months from the start of commercial production. Required documents include CA‑certified project cost details and statutory compliances.

Role of Wealth Design LLP

Wealth Design LLP helps MSEs in PADMA clusters interpret scheme conditions, structure project costs, prepare applications, and handle clarifications to fully capture the capital subsidy.
