Cold Chain Scheme - SAMPADA YOJNA

The Scheme for Integrated Cold Chain, Value Addition, and Preservation Infrastructure aims to create a seamless cold chain from farm to consumer. It reduces post-harvest losses and ensures remunerative prices for farmers and year-round food availability for consumers.

Objectives

To provide integrated cold chain infrastructure including farm pre-cooling, mobile cooling units, and value addition centers. This reduces spoilage, extends shelf life, and adds value to agricultural produce.

Quantum of Assistance

  • General Areas: Grant-in-aid of 35% of eligible project cost.
  • Difficult Areas / SC / ST / FPOs / SHGs: Grant-in-aid of 50%.
  • Maximum Cap: ₹10 crore per project.

Eligible Activities & Conditions

  • Mandatory: Projects must include at least one primary processing center.
  • Components: Farm-level infrastructure, distribution hubs with multi-temperature storage, refrigerated transport, and value addition units (quick freezing, milk chilling, etc.).

Eligibility & Implementation

Eligible Entities: Individual entrepreneurs, companies, cooperatives, FPOs, and SHGs with requisite net worth. There is no fixed duration, but projects must generally be completed within reasonable timelines.

Application & Disbursement

Applications are submitted via the Ministry’s online portal. Subsidies are released in three equal installments linked to project milestones and utilization of funds.

Role of Wealth Design LLP

Wealth Design LLP assists government bodies, cooperatives, and private firms in application compliance and maximizing subsidy benefits for integrated cold chain projects.

Impact & Future Prospects

The scheme cuts losses in perishables (dairy, meat, marine) by strengthening cold chains. Future improvements may expand facility types and integrate with other agri-industrial programs.
